The IAU is headquartered in Paris, France but it is a case that has international and universal implications. Do parties representing the plaintiff, the planet Pluto, file for an injunction in the international court at The Hague, a French court or a US federal court?

It would have to go to the United Federation of Planets, even though Pluto is not currently a dues paying member,.
Friends of Pluto, because they do not have a resident of Pluto as a member, are not, according to Federation Rule 123.45(3), accorded standing to pursue this case.
